Robert Van Den Hoecke var en flamsk målare, gravör och arkitekt född i Antwerpen. Som son till målaren Gaspar van den Hoecke och Margaretha Misson var han sannolikt sin fars lärjunge, och han antogs som mästare i Antwerpen i Sankt Lukasgillet under 1644–45. Hans karriär förde honom från Antwerpen till Bryssel, där han trädde i tjänst hos ärkehertig Leopold Wilhelm av Österrike, guvernören över de habsburgska Nederländerna. Efter sin utnämning till Côntroleur des fortifications pour le service de sa Maj. en Flandre, bosatte han sig i Bergues-Saint-Winoc fram till sin död år 1668.
Hans yrkesliv präglades av betydelsefulla roller och samarbeten. Han tjänstgjorde som hovmålare åt ärkehertigen och arbetade sida vid sida med sin halvbror, Jan van den Hoecke.
