Robert Van Den Hoecke bol významným flandrickým maliarom, rytinárom a architektom, ktorý prišiel na svet v Antverpách. Ako syn maliara Gaspara van den Hoeckeho a Margarethy Misson, pravdepodobne vyrastal v ateliéri svojho otca, kde si osvojil základné umelecké základy, čo mu v rokoch 1644–45 otvorilo brány do Antverpskej cechu svätého Lukáša ako členovi s titulom majster. Jeho umelecká cesta ho zaviedla z Antverp do Bruselu, kde sa stal súčasťou dvorského prostredia archiduxa Leopolda Wilhelma rakúskeho, guvernéra Habsburgovskeho Nizozemska. Po svojom vymenovaní za Côntroleur des fortifications pour le service de sa Maj. en Flandre, teda kontrolóra opevnení pre službu jeho Majestátu vo Flandersku, rezidoval v Bergues-Saint-Winoc až do svojej smrti v roku 1668.
