Alfred Émile Léopold Stevens, ένας διακεκριμένος Βέλγος ζωγράφος, γεννήθηκε στις 11 Μαΐου 1823, στο Βρυξέλλες. Το έργο του Ce qu'on appelle le vagabondage (Musée d'Orsay, Παρίσι) κέντησε την προσοχή του Ναπολέον ΙΙΙ, οδηγώντας σε μια σημαντική αλλαγή στη μεταχείριση των φτωχών.
