Raised within an artistic environment, Royer enrolled at the Nancy School of Fine Arts. His early works, such as Fight between two young typos and Young plasterer, were showcased at the Salon de Nancy. Following his studies in Nancy, he attended the École des Beaux-Arts in Paris and later the Académie Julian under the guidance of Jules Joseph Lefebvre and François Flameng.

Royer was a painter of genre, portraitist, and landscape artist. In 1896, he moved to Brittany, where he spent much of his life, particularly near Audierne. His work focused on the people of the region, and he learned to speak Breton to better understand them. His paintings are noted for their careful attention to local costumes. As a devout Catholic, he also produced religious subjects, including solitary figures in prayer.
